Is SpotX a standalone Windows app?

No, SpotX is just a command line to enter in PowerShell or Terminal for patching the desktop version of Spotify. You still use Spotify app to listen to music.

Can I download Spotify playlists with SpotX?

SpotX unlocks most Spotify premium features, however downloads and "Your DJ" is excludeded.
If you care about privacy, go with Piped. It uses a proxy so it goes to Piped server first before you.
If your internet is really good, there will be no performance difference so use Piped instead since it is more private.
